You make the assumption that all laptops have CD's that are bootable.
If you have a swappable CD, I assume you have the comparable swappable floppy.
Use the floppy to partition, format, and install a minimal operating system with CD drive support on the hard drive.
Swap drives
Boot from the hard drive and install from the floppy.
Just my 2 cents.

I use Norton Ghost. I install a fresh O.S to a HDD with CD burning software and Norton Ghost and all my Hardware drivers. I stick a blank CD into the CDRW and I ghost the O.S. to the CD, or CDs. If you have a HDD to crash and you have to replace it. You just reverse the process once the new HDD is instaleed. No worries..
