When I try to boot up a new computer, there are no error beep codes, but the monitor doesn't show anything. Video card/monitor are both working. Any possible solutions?

I'm sure others will agree, supplying MORE info would have been helpful to get a solution to your problems!!
So, you switch the PC on and your monitor doesnt register. Could be many reasons why this is happening. Memory, video card, motherboard, IRQ/memory conflict or the monitor itself.
No beep? Assuming your have the PC speaker correctly connected to the motherboard, no beep means it aint even getting off the ground.
Write back with details about the PC.
What motherboard, CPU, memory, video card, sound card?

When you say "new computer," I will assume you mean a PC that you built yourself.
If you're not getting your BIOS beep, and you have verified that the speaker works, then the probable culprit is your MLB. Amptron boards are notorious for this. Unfortunately, I don't know what kind of motherboard you have. =/
I have seen an instance where the fault was with a bad power supply. I would make sure that the P/S wattage is up to par with your CPU specifications.
If you can, please reply with more information about your system so we can make a better diagnosis of your problem. =)
