A Win98 startup disk will startup into DOS. A Win95 startup disk does the same. Win98 startup disk provides CDROM support while Win95 startup disk doesn't.
Now if you are wanting to install Windows 95, then using a Win98 startup disk will work fine.
In any case, a startup disk from either Win95 or Win98 will not boot you into the Windows environment. They boot to DOS.

I too say 'what do you mean'. The hard disk has all the Windows files on it. It also has a boot block on it. If the boot block is corrupted, you can boot from what is referred to as a boot floppy or startup floppy. You will see:
A:\
Then do this:
C: cd windows win
this should open up Windows for you. You may then be able to repair the bad system files on your hard disk.
