boot disk - non system disk

I have a packard bell. win 95. when i try to start the computer it states "insert bootable media"
I insert the recovery disk in the "a" drive.
The computer then says" OS is loading" or it says non system disk.
Summary: Well, when I said "I'm only able to ... ", I wanted to say drive A: is the only drive I've "access" to. It's only with drive A: that I can TRY a boot. The hard disk ( C: - 850 Mb - WD Caviar 285...
