herb, If I am following you correctly? You put new ram in and flashed your bios.
Lets go to step 1 first, Why did you want a bios update? Does your computer need this to see extra ram?
If so then upon bootup screen what revision posted? Is it the new revision number or the old? Did you get the correct bios for your model?
Step 2 did you get the exact ram as specified for your notebook? Does it match the documentation that came with your laptop? Meaning the same speed of ram?
I would tell you this, to be on the safe side. I do recommend that you update your bios as it does fix a host of problems that were found after the laptop was sold. But I would recommend that you take the computer to a computer repair shop that could update the bios while you wait. They can also check the ram out and see if its compatible with your laptop.

The Bios update is necessary for the system to recognize the 64MB upgrade.

Need Bios upgrade for the 64MB module. 2.ThinkPad 560 Series must have a BIOS version dated 11/6/96 or later

I also know that the module you have needs to be a certain chip structure, 4x16. Can you read the info from one of the black chips on the module.

There is your problem. The module you have is using 8x8 structured chips. This is a single bank module. You need a module which is dual bank and using 4x16 structured chips. This is why you are only reading half the memory.
