Big problem please help.

I have this little problem and im hoping you could help me out. I have 2 sticks of 512mb ddr 400, there both the same make. Now when I have both installed, I boot up windows 98se and my graphics wont work, I see a dark screen with loads of colours and it boots to destop but I have no graphics. Now I took one stick out and booted up and my graphics worked fine and comp run good, I also swaped the sticks over to see if one was broke, but they both worked ok on there own. so I tryed windows xp with both sticks installed and it works fine for some odd reason. I hope you can help me out cos im in a right pickle here. :)
I have also tryed 2 sticks of pc2700 in and it also dont work with win98se but works with xp. :(
W98SE has problems accessing memory greater than 512MB

Use the MaxFileCache setting in the System.ini file to reduce the maximum amount of memory that Vcache uses to 512 megabytes (524,288 KB) or less.
Open the System.ini file in a text editor, such as Microsoft Windows Notepad. Go to the [VCache] section. Change the MinFileCache= and the MaxFileCache= settings to the desired value.
NOTE: The value for these settings are in kilobytes. For example, if you want to create a 50-MB cache that cannot exceed 55 MB, the lines would be as follows:
