Award Modular BIOS v4.51PG
I tried to FLASH the BIOS with a update 1997S to a 1999 bios update and got problems.
The computer starts and I can get into the BIOS, where it reconizes
the hard drives etc, but it will not boot from floppy displays Disk I/O error (light on floppy does not come on)
PRESS F1 to continue and Hard Hard displays same error message.a. have cleared CMOS
b. set BIOS to default
c. changed Floppy for known working floppy
D. TRIED a ISA SUPER I/O card same thing.
e. I believe the BIOS was not the correct one.?Is this one of the signs that the BIOS is messed up? and has to be replaced?

Unless your computer has an Intel Triton 430VX rev 2 Chipset it probably is the wrong one. There should be nothing in the BIOS that relates to the OS unless you have an OEM bios that is tied to a particular OS.
You need a BIOS specifically for your motherboard, not necessrily the chipset. If you cannot boot to DOS from a floppy disk then you have problems. It looks like another BIOS chip will be required.

As was stated in response #1 you need to get to the floppy drive. If you can access the BIOS, check to see if you have it set for the floppy to be A:/1.44MB and double check the connections to the floppy. If settings are correct and you can't boot to bootable floppy, you need to get another BIOS chip. Just re-read your post. If the bios sees the HD and CDrom and you have the CDrom set as the first boot device you may be able to boot to the CDrom. If you can, you can create a bootable CD with the correct Flash program and BIOS version on it and restore the BIOS that way. Lesson to be learned here is that before flashing a BIOS make sure that everything is correct. You don't state why you were flashing to start with but a good rule of thumb is if it ain't broke don't try to fix it.

I tried to upgrade BIOS, because I have 2 New Modems that required a faster CPU, which I already have on hand.
Computer will not boot from "Floppy" or Hard Drive.. BIOS does not have a Boot from CD feature.

The above identifies the BIOS string as an Amptron, where did you get the BIOS from and how did you decide you have the right one???

I think you are getting a bit confused.
Upgrading the BIOS will not improve CPU speed. CPU speed is determined by the motherboard design and the original BIOS would have had the facilities to support the maximum speed available for that motherboard.
What makes you think you need a faster CPU to accommodate a new Modem? Even the slowest CPU will keep up with the fastest
modem. The 430VX chipset supports a from 75-233 Mhz. What is it you are trying to install?As OtherHill implied, BIOS upgrades are to fix something that's broke, not to make a slow computer faster. This is an old motherboard and it is unlikely you will find a BIOS for it unless you are very lucky.

The modem PCTell PCI v92/90 needed a MMX prosser to run, the installer program said so. Also the Bios would limit DIMM memory to
60ns.All I wanted to know if the BIOS would mess up the Floppy, Hard drive and CD Rom from booting.

He may be right. If the BIOS doesn't have the correct multipliers in it then a BIOS upgrade is necessary if available.

The BIOS does control all the drives along with a host of other things. As I said previously, if you can't access a drive, then you can't reflash your BIOS. If the BIOS chip is in a removable socket then possibly you could change it out but is that worth it moneywise. Consider it a lesson learned and upgrade or build new. You might also consider looking for a replacement MB at a computer show or elsewhere that would accept your other components such as memory and CPU.

in the bios be sure to have the floppy A: set for correct drive type normal 1.44 and in bootup options be sure A: and not b: selected.
also look at left panel and goto BIOS Updates and read!

I did a bios upgrade once and afterwards the bios was giving a floppy controller error even though it was enabled and the floppy properly identifed in cmos. I think it may have been an amptron.
You should only use an upgrade from the manufacturer's site, although if it's a clone MB (PCchips/Amptron) an upgrade from the other manufacurer usually works.
The only thing left is to get a bootable HD, copy an older flash to it and install the HD in the faulty computer and run the flash from there.
