auto-shutdown n restart problem

I am using a Dell-Optilex GXa 300 with Windows 98 Second Edition. The computer just auto-shuts down when I ask it to. But, I can't restart-it after it auto-shuts down. The power on/off button just does not work. It only works when I unplug the main cord from the CPU and replug it into the CPU. Does any one know how to solve this problem???
