auto run doesn't work in CD Rom

For some reason when I insert a CD that has a auto run feature on it, the CD will not auto start. I have tried multiple auto start CD's like NAV 2000, etc.
In the device manager I have tried keeping auto insert notification "on" and "off" in the CD Rom properties. I am out of ideas.
