Audio Balance Mixed Up

-The Audio Balance seems to be working backwards.
Using a Sound Blaster PCI 128 Sound Card, Model# CT4700, if that info is needed.
-When the Volume Control Balance is turned to the left then the sound all goes to the right.
-When the Volume Control Balance is turned to the right then the sound all goes to the left.
I have tried wave files and cd audio files both with those same results.
