Win 98 SEI recently experienced a blue screen after the windows logon page. After turning off and on the computer, the screen is blank, no beeps or anything - just the fans of the power supply, CPU, and video card is spinning.
When I unplug and replug the case, it does the same thing. All fans are running, no beeps, Power LED is off.
I tried pressing the switch for more than 4 seconds in an attempt to turn it off but wouldn't turn off.
I disconnected all power leads from motherboard, plug in the power supply, and still spinning. Does not want to turn off.
There were some power fluctuations in the area the a few hours before this happened but the PC was off at the time.
Is:
a) motherboard fried? P2b supposedly has Power Management built in and probably cannot tell the ATX to shutdown.
b) power supply bad? I haven't measured the voltage it is supplying yet but when power is connected to CD drive, it is able to eject. Also, when power is plugged into the MB, all fans are working.Any suggestions?

Is there a switch on the back of the case for the power supply? If so, sometimes they can short out and cause problems.

could be a bad power supply
had a gateway that did that
and new power supply fixed it.at pricewatch.com atx power supplies are
$17 and higher.
(other things tech supp said could be bad
was ram,cpu,motherboard,video card.)

Try to disconnect the powersupply from the board and maybe disconnect the battery from the board. After 20 - 60 minutes connect everything and try again.
