atx power supply fan does not spin

atx power supply fan does not spin ;took apart power supply took out the fan and checked the it and it spins hooked to 9v battery ;i checked the voltage source to the fan with voltometer and nothing is coming out (o volts) Is this possible that fan starts only when power supply gets to hot something like internal thermostat? This is a new power supply I just bought it works but the fan does not. thanks

It probably won't spin if you don't have it plugged into the motherboard too. Just plugging in the power cord often doesn't work to see if the fan runs.

To test an ATX Power Supply out of the computer I do the following.
Insert a Jumper wire from pin 14 to pin 15 on the plug that normally goes to the motherboard. Pin 14 is the only Green Wire on the plug. There are 3 Black wires in a row next to pin 14, the first being 15.
You will need to connect one 12V or 5V device or you may damage the power supply.
Plug the power supply in and turn on the switch located on the power supply.
The fan should start.
If it does not take it back as it will not last long without the fan.
