I have found the manufacturer's homepage of the APAC Viewcomp 878 and they do have a Driver for Win9x & Win2K. I have tried under the XP and its work, even with the remote control but with some bugs. Try this site

Its offer both the drivers and TV Application but its turned out to be the drivers work fine but the TV App wan't. i.e. you will need to mix around in order to make the TV works.
Previous drivers that I have tried ( FastCom, Driver Guide's drivers, Pixel Views, Media Forge ) will either gave you Picture without sound or cannot tune at all ( with the APAC's 878 ). What I do now is using APAC's drivers + FastCom's TV App or APAC's Drivers + FastCom's TV App + APAC's TV App. This is because the APAC's TV App cannot show me any video but only sound. I have tried runing the card with FastCom's TV App while installing the APAC's drivers.. and its really work. Even the remote control is supporting under this match with some bugs running around. You will find out after you try.
Second option is Run the FastCom TV App, then close it and run the APAC's TV App, the video will be shown. Seems like the original TV App is not able to initiase the Video output.
Just some more notes.. I used to watch TV while I surf the new when I was using the Win98SE and WinMe.. but after this upgrade.. the Screen will sometime freeze while browsing the web.. its can be fix by either changing the channel or right click on the screen to swap in between the Overlay or Preview mode.
