Annoying DLL error

CPU/Ram: Pentium 2, Ram ??

Can anyone help me with an annoying dll error msg that I can't seem to locate and reload for a friend.
MSG: Missing ALT70.DLL reload Windows98 ANSI version.
I can make the msg box go away but then it comes back. It is quite annoying more than anything.
I've tried to use the Windows98 CD that was used to load Windows but it says that it's not on that one. Go figure!

I don't think that's a Windows file. I did a search online for it and nothing shows up???

u tried sfc yet? Go to start/run and type in sfc make sure you have ur windows CD there to replenish any corrupt files
