Annoying dial up connection window

The dial up connection window pop up as soon as I boot into win98. This is quite annoying cause it keeps popping up for about five times after I hit the Esc key. It seems that some application is requesting for internet connection?! Can someone please tell me how to get rid of the pop ups? Thank you.

it's probably windows auto update or virus definition updates. if you hit ctrl + alt + del, you should be able to see what is running.

It cannot be virus def update cause I have uninstall the antivirus. There are a lot of programs in the close program window. How do I know which one to close? I don't know what are they. How to look for the program causing this and remove them permenantly? I've checked add/remove program, but to no avail.
