All Programs Can't Be Opened

Lately, after about 5 minutes after my PC has started, I can no longer run any more programs. I can't even open Task Manager since it uses taskmgr.exe, which a program as well. I don't think it's a virus since I always have the most updated Norton Antivirus definitions.

boot in safe mode and see if it works ok there if it does it is more likely a virus or trojan - I had a machine a couple of weeks ago with the same symptoms that had over 70 trojans on it
