Start Adobe and then try and open a saved file ... it may ask to fix configuartion or file association .. in which case click yes.
else you could rightclick the file and try open with
(or try reinstalling if all else fails)

Version 7 is for XP only.
Try un-installing Adobe altogether and re-installing form scratch, deleting anything left in the installation folder. Reader 6 got a bit confused if you re-installed the downloaded version 6.0 over a version that had been upgraded to 6.1 or 6.2.

You need version 5 for Win98. You can still download it from Adobe's website.

One on my computers is on Windows 98SE and it had version #6 of Adobe and it worked Great.
Two months ago I removed Adobe version # 6 that was working Great but I wanted to find a PDF program that permits entering Data into a pdf form within my computer. I found it for my windows 98SE in a software at download.com titled Foxit. You can read about it at download.com and at www.foxitsoftware.com
It downloads in a Zip program.but( Great News) its about 1MG in size which is perfect for my small windows 98 computer.
I use the Free Zip program 7-Zip ,I found at download.com. Download.com has lots of acceptable free Zip programs to look at before downloading.
