I cannot run regedit from my machine even though I do not have any admin account or security set. I get the error saying that my rights to administer has been diabled

Well, if you're on a machine at work, it's possible the Admin has run Policy Editor to prevent certain programs/actions from being run.

If this is a home machine, then obviously someone changed something to prevent you from editing the registry...
