AD11 FIC mainboard power on problem

I installed the AD11 in the case with only a keyboard & monitor attached. I installed a Diamond video card to support my monitor. I was careful that the power switch plug from the case was connected to the proper terminals on the mainboard. Problem: When I turn on the rear case power switch the mainboard powers up. The power switch on the front of the case has no effect. Does anyone have any experience with something like this? Need help! Thx!

Some BIOS's have a setting for after power failure. 1 - Turn On 2 - Stay Off 3 - Start Up in the last known state. The turn on is for untended machines that can restart themselves without manual intervention.

Thx 4 the info about the BIOS. Here is some more information. I disconnected ALL the cables/plugs from the mainboard except the ATX power plug. Nothing is connected to the board. Now when I switch on the REAR case power switch, the mainboard has power as noted by the CPU fan running & another chip fan turning. I wouldn't think the power supply should be active at this time? When I had the monitor connected I didn't see any on screen information from the BIOS as it proceeded to detect the attached devices???
