Active Desktop

OS: Windows 98
CPU/Ram: Pentium 3 with 96 MB of R

My deskto always changes when I startup. After everything loads, the desktop I have selected appears, but before that happens, my previous desktop appears. The same happens when I shut down. Windows plays the shut-down sound, then it changes to the old wallpaper. I think this is a result of Active Desktop. Is this true and how do I disable Active Desktop if it is the cause?

Start/Settins/Active Desktop/ I think it's view as web page
