On my C drive, whenever i try to create a folder, file, or anything, it says " PROBLEM create object, access is denied." It will work in a subfolder, but not the main. ( I can create folders in c:\windows, but not c:\" what is wrong??

There is a limit to the number of files, including folders, that can be created in the root directory. If you have a bunch of files, for instance, created by Scandisk from file fragments this could have reached the limit allowed. Check your root directory (C:\) for files ending in .chk. If there are a bunch of them, delete them and try to create a folder in the root directory again.

Thanks for the help. I dont have any *.chk files in there, but i have close to 200 *.rc files. What are these files?? Can i delete them?? Thanks

Also just noticed: the size of all these RC files is 0kb. When i manully open them with notepad, it comes up blank.

A search on Google turned up a lot about .rc files... But I couldn't understand any of it.
Why don't you make a sub folder for all the .rc files and move them there. That way you can get them out of the root directory without deleting them (at least until you find out what they are). (Or empty your Recycle Bin and delete them all to there, so you can get them back easily later if needed.)
Then see if you can add a folder or file to C:.

By the way, FAT 32 drives are not supposed to have a limit on the root directory size. Are you using FAT 16?

The max number of entries is 512 in the root dir.
Microsoft explain in an article it may be less (excerpt).
MS-DOS uses one directory entry for each file and folder, but Windows 95 uses additional directory entries to store
long file names and folder names, and the associated 8.3 aliases. This means that you can run out of directory entries
with fewer than 512 files or folders in the root directory.
