Ok, here's a problem my sister is having. Due to the fact that I live 200 miles away, it's hard to work on over the phone. Here's the situation:
I was home a few days ago, and saw the problem, but thought their ISP was down. Turns out, they've called the ISP and they're working fine (we even know people who are using the ISP as we speak).
Dial-Up Networking dials the number out fine. The modem connects to the ISP fine. After connected, it displays the "Connected at 28,800",etc. box.
However, once you double click on IE...it just sits on "finding site..." and then displays the "DNS Server Error". Even using MSN Messenger, while trying to log-on...it doesn't even try - just flat out says there isn't an internet connection...while the dial-up icon in the taskbar is blinking green and says it's connected.
I've pinpointed all the ISP settings and plugged them into the network properties, such as Primary DNS, etc. I even had her re-install 98...just to make sure the network protocols were all fresh.
I'm completely stumped. It connects fine, yet isn't connected somehow.
If anyone has any helpful hints, they'd be greatly appreciated...

I had the same problem about four months ago, and it turned out to be a Telsta fault. Telstra kept telling me my line was fine, so I told them to remove it. They arrived the next day and were there for three hours. They ended giving me a new line, not a new number just a new line. PROBLEM FIXED. I have had no trouble since. I also used to get cut of the net if I did get conected.

One of my kids pc's had the same problem, BUT it was the pc, software actually. Trying to remember what it was, but I found the solution by searching online. Had to remove something like winsocket and reinstall it from the Windows cd. Don't even remember exactly what the fix was, but same problem, I searched it online and found the fix. Like they say, same exact thing, only different!

2 proceedures that will usually fix this problem if the PC's windows software is at fault. You may need to do both, but try the IE Repair first.
1 - IE Repair:
Start, settings, control panel, add/remove programs. Select IE 5.x and internet tools, hit add/remove button. In the dialogue that comes up, choose REPAIR IE. Follow prompts for repair.2 - Make a new dial-up connection file using Internet Connection Wizard. The IC Wizard seems to tie all the bits together better than trying to get it all manually.
Internet options, on IE tools menu, or in control panel.
On connections page, hit setup button, follow prompts to make new file, then set it as default.
