Is there any way of using 2 stereo sound cards to use a 4 speaker surround sound setup? I have to sound blaster 128.

If someone made the drivers for that set up it would be possible. You best bet, email sound blaster and ask them.

I want to know if I can do the same thing with 2 x SBlive sound cards, for a different purpose though.
I want to utilize 2 line-in's to record a bass guitar and an electric-guitar in real-time.
