The reason they are put in quarantine is because they are infected and they could still contain other important information. Virusses often attach themselves to other files. So they are saved in case you still need to rescue some of that data. If you are certain the files don't contain any other important info then you can safely delete them.

How can i be sure the files don't contain any other important info?
The JS.Seeker is in C (file:removeit.hta)
The PWSteal.trojan is in WINDOWS/SYSTEM-WINSYS FILE.
