I have an old ISA Tseng Labs ET4000 ISA Graphics Card in an old 486-ISA PC, which I have upgraded to 133mhz with 32mb RAM.
I am currently running Windows 98SE on it, but my graphics card will only display 256 colours at any resolution. I am currently using 800x600. Is there anyway to get it to display in High Colour mode, the option is in the display settings, but when I select it, it does not work, it stays as 256 colours, if I reboot after setting it, my PC goes to 640x480 with 16 colours.

You need to find the driver for that card and install it. There's some help on the left side of this page.

I think you need at least 2Mb vram to get even 16 bit colour @ 640x480. Might be possible to upgrade the memory on the card - be hard to find the chips tho', and ISA video is quite slow compared to PCI or onboard video.
