128-bit encryption in Win98

Cannot get 128-bit encrytion to work. Installed X-6 but it still won't work. Shows only 40-bit. Re-installed several times, nothing seems to work. E-mail solution as I need it ASAP. Thanks.

With IE open, click Help, and About Internet Explorer. It will show Cypher Strenght 40 bit. Just to the right of this is a link "Update Information". Click this link, and it will take you directly to download of 128 bit encription. Al

I'm in the military and I like to do my correspondence online, but recently I haven't been able to,or any military sites. I would normally click Help it would show the I had 40 bit. I did the download from update info and now it shows 128 bit. The only thing is that I still can't connect to any of those sites. Can you please HELP?
