I have a ASROCK M3A770DE and it does the same thing, with both Windows 7 and Windows 8. It acts like it wants to restart, but just sits there with no active.
Make sure all connecting cables are firm because this main-board is always used on clone system. Most of the time it is inter-operational issue with devices from different manufactures with the board. Do it I promise you it would work and if it still continue later I would advise you down grading the PC to Windows XP.
