How does one run a Japanese program on English Windows 8?

Specs: Windows 8

I have Japanese language installed on my English WIndows 8 system and this runs without problems. Now I wish to download a Japanese program and run it on my system. How does one do this so that the menus,etc appear in Japanese instead of weird characters?

Have you tried changing the System Locale (under Control Panel)?
