Do you have the router connected to your computer via an ethernet cable? Are you sure the ethernet port is enabled & the network drivers are installed? And to access the router settings you're opening IE, entering, then pressing the ENTER key? notice it's 168, not 162.

Read the documentation of D-Link for proper instruction of how to access it. If you connect to the router hard-wired, then there should be no problem. If you connect to the router wi-fied, then you should know the pass phrase or passkey together with the SSID broadcast name of the router. You should also check if MAC address filtering is enabled in the router. If it is enabled, then you cannot connect to it without first defining your new gadget's wireless MAC address into the router.

On this kind of issue, I would advise you to set you PC LAN to DHCP(Auto) then connect a LAN cable from the PC LAN port to Ethernet/LAN port on the Router then check LAN status by double clicking the LAN Control Panel\Network and Internet\Network Connections then in the status windows click on details to see the Default IP address IPV4 Default Gateway address then type this in any of your PC browsers application (NOTE: there shouldn't be any proxy address on the browser you wanted to use), then a username and password windows should pop up.

Then you input what is required depending on the Router.
Example: Username :Admin
Password: Admin
Username :user
Password: Admin
Username :user
Password: Router model
