When I turn off computer I used to be able to manually turn off the monitor. Now the monitor green light goes amber. When I press button, there is no movement of in or out or anything.

Amber means the monitor is in "Standby" mode, using very little power.
The off button is probably faulty so you'll have to unplug it from the socket to turn it off completely.I wouldn't worry about it, I never turn my monitor fully off manually, the PC turns it off automatically when the PC shuts down. Yours should do the same.
Also, a cheap solution would be to connect the power cable of the monitor to a switched power-strip (see link), and just power it off from there... http://upload.wikimedia.org/wikiped...
