Is windows 7 IP encrypted? when I type in
/ipconfig this is what I get

Nothing in that indicates any encryption...it's an IPv6 to IPv4 tunnel, so 6 will run on top of 4 - but there's no encryption involved, only encapsulation.

I tried using Ipconfig/all, all those numbers are weird. I googled
about it and they ip should show up the way it used to be. Not
sure why mine is doing it...

You have a new program running a 6to4 or other Teredo client running.
It may end up being a security risk or not. It enables encrypted IPv6 over devices that are only IPv4. Because of IPv6's way of using local resources it may open your system up.
Don' t use torrents.
