Either the monitor or the graphics adapter inside the PC is not compatible with Windows 7 Setup.

But more importantly, have you checked the PC manufacturer's website to see if they've got Windows 7 drivers for that model?

If they don't have any, you can't run run Windows 7 on that PC because most of the hardware won't work properly, if at all.

Are you using HDMI, adapters, or display port connections? If so, switch to VGA or DVI with no adapters if possible.
