You'd do well to leave your fan settings alone, else you may end up with an overheating laptop.
Check THIS link for some battery saving tips. Also if you're willing to spend some $ you can get an extended life battery.

The fan speed should change based on the CPU temperature & load. If the fan runs at full speed at all times, you must have made some changes to the power scheme settings in Windows or in the BIOS. Another possibility is that the cooling vents are dust clogged & that's causing the CPU to run hot so the fan is running at high speed to try to cool it down.

CPU heat sink could be clogged with dust too, and the fans themselves.

Don't mess with stuff like that with a fully manual program. You'll cause damage to the fan by doing that. One thing you can try is go into Power Options, select the current plan, click advanced settings and look for cooling method. Set this to maximum battery instead of performance.
Or maybe you have a hardware fault so your fan is stuck on all the time.
