Specs: Windows XP
The cursor on my toshiba laptop is frozen, and a restart doesn't help..I have been able to move it using a usb cursor, but my keypad is frozen..Any Ideas?

I think you mean the "touchpad" is frozen, not the keypad.
Try re-installing the touchpad driver which you can download from Toshiba support:
Choose your region from this page: http://www.toshiba.co.jp/worldwide/
Then choose your country from the new page.
Mouse-over "Products" and choose "Laptops", then click "Support" at the top of the new page.

That means you,ve disabled the touchpad, there should be a keyboard function or button that turns the touchpad on/off so look around on your laptop or do the stuff Phil22 said to do.
