Problem opening IE9 in Win 7 after download

Specs: Windows 7, 64 bit
I downloated IE9 and when I attempt to open a program from my desktop using my desktop icons I get a box asking "Do you want to open or save this file." No matter that I click, "open" or "save" the program/file does not open.

You have to know where you saved it. Then go to that directory & run it.

Why do I need to go to a directory? I used my desktop icons to open my files until I downloaded IE9 and I get this box "Do you want to open or save this file." If I click the desktop icon as I did in IE8 the file opened without this intrusion of "do you want to open or save this file?" Obviously if I click the desktop icon I want to "open" the file.
