UNlike Win7, Win7 Starter Pack does not display SnippingTool in Accessories. Yet c:\windows\system32\snippingtool.exe exists. I could not find a SERVICE to turn it on, and it is not listed amongst the tickable Window Components. So how can it be enabled despite Micro$oft’s with-holding of functionality ? [The details of MY PC are irrelevant, as I am asking about a system on someone else’s Netbook]

If you can run it directly from its location then it isn’t something that needs turning on in Services, as you just start it when needed – it’s a standalone program. Just create a shortcut to it in the Start Menu, or on your taskbar or desktop.
