Dell latitude d610 stuck in manufacturing mode: level 67. Pressing Fn-x does nothing

I'm using Windows 7. Computer froze and I had to do a forced shut down. Now, when I turn on the computer it goes immediately to a statement that it is in Manufacturing Mode: Level 67 Press Fn-X to return to normal. Nothing happens when I do that except that sometimes I get a message that my battery is low and I need to plug in but I'm already plugged. I did a search last night but found nothing useful. Is it toast?
