If what you are talking about is actually a 'program,' then it should be visible in the 'Add/Remove' utility in the Control Panel. You could uninstall it from there. Alternatively, if is a program and you just want to disable it from running automatically when Windows starts, then locate it in MSCONFIG, and un-tick its checkbox... Start>Run>MSCONFIG>Startup tab. You can disable almost everything in MSCONFIG except for anti-virus and backup apps. An added bonus of disabling this bloat will be improved startup time.
