What are you trying to accomplish?
The system.ini file is in the windows folder and can be edited like any text file.
This file is all but obsolete in Windows 7 and is used only to configure the 16 bit subsystem. It does not exist at all in a 64 bit OS as there is no 16 bit subsystem.
