Bear in mind if XP was originally installed on C: and W7 was a dual boot, formatting C: will erase the boot files, you will need to repair the boot sector.........

Be careful with drive letters. Microsoft doesn't seem to think we are smart enough so they call the first bootable active partition C:\ even it on another boot of MS product it may be a different partition.

Second is what do you want to do?? Re-install XP? If so you don't need to format it until you get booted to the CD. Check the boot order in bios or use boot options at start to select cd. CD drive or disk may be faulty or any component between. Try another bootable cd/dvd.
