unplug the disk, does it still keep restarting?
is this your main drive? secondary drive?
is your OS on this drive?
and this is the windows 7 forum, you should ask on the xp forum, as i remember xp cannot cope such a large drive and you will need to partition and format..i may be wrong on that though..

i hate computers!
but cant help myself....

I am pretty sure Windows 7 supports the drive that size but I am pretty sure many BIOS' do not. Check with your motherboard or system manufacturer to know for sure if your board supports drives over 2TB without partitioning and if it does not, whether they have a new BIOS available that does. This info may be on their support pages, in their FAQ's, or you may need to contact them. If it is a ready made machine, then it is less likely they would bother offering an updated BIOS for this issue, but you would have to contact the system manufacturer since the boards and BIOS' are made for them.

You have to be a little bit crazy to keep you from going insane.

why dont you just create 2 partitions, 1tb and 2tb,if it works fine.. or in windows, disk manager see if you can delete the partitions and crate a new partition of 3tb.. smaller patitions are faster seek times anyway, so 3x 1tb partitions is a better way to use the drive, in my opinion.
