Only if the manufacture provided drivers for win3.x ,there where a very few that did, otherwise no I'm afraid.
Look at it on the bright side it won't work with PCGeos, os2, QNX, or any other so called alternative operating systems/enviroments( apart from maybe the lastest distributions of Linux).
So your dos/win 3.x setup is in good company.

I got a US robotics 28.8 winmodem to work with Windows 3.1 I am on the net now with it. Of course as the above message states only if the manufacturer provided drivers for it which mine did.
Summary: How can I run VB 4.0 16-bit in Win3.1? I install Win3.1 in Win98 DOS, when I run VB 4.0 16-bit,it said "SHARE.EXE must installed in order to run Visual Basic." then it quited. plz help me. thankx ...
