I recently came across this site:

that describes a procedure for running Windows without the gui and having access to more than just one DOS box (I already knew the add command.com to winstart.bat stuff) and I messed a bit with it and I'd really appreciate if someone could help me with these two issues:- How to give programs like MpxPlay and QuickView PRO access to my PCI sound card. With no Windows multitasking (also happens with Deskview/X) these cannot access my VIA-compatible (an AD1980 SoundMax onboard sound card) directly and it does not have any MS-DOS SB emulation support.
- How to execute a windows program from the DOS prompt, like START.exe in Win95? START.BAT form Calmira won't do it because there will be no Calmira running (I running without the GUI after all...). It would be grat so I could execute a new instance of the prompt as a new task, creating another VM, instead of having to bear with the fixed number of tasks you choose when starting up the Win with no GUI.

i seen around, some versions of .vxd files, that DOS programs call down to, and this can create a Windows instance. Look for proggies like WRUN.
However, i don't think using command.com is a good idea in Windows: i never had success with it.
Try some shell that is either lighter or specifically devised for Windows 3.1
1. tcmd16. (freeware ex shareware) look at the jpsoft.com ftp site. It's not on their web pages. You can run command files from this, too.
2. msdos.exe (microsoft), the win30 shell, but works under windows XP.
