Have found an old PC with Windows 3.1 Installed, once leaving Windows to what i suppose is a list of things on the hard drive (?) (It lists programs such as games and press F1, F2 etc etc to enter game) But i cannot find a way to shut down, do I just simply turn the power off?

If you've actually exited Windows, then there must be a batch or menu shell running. Very likely there is a way to exit from that (CTRL-BRK maybe) but, it probably won't hurt just to shut the thing off.
It's not so terrible to exit Win31 by shutting down either, as long as there are no active tasks running - might leave a few temp files behind, but that's not that bad.
You can examine c:\autoexec.bat to see what sort of menu might be running
DOS 6.11 - hmmm, don't see that too often

Unless you have some unsaved projects, it matters not "how" you shut down 3.xx, just turn off the switch!!

Yeah - it's not 'recommended' but the potential for harm is pretty minimal.
Yep - you could just turn your computer OFF back in the day, without having to go through a song & dance routine.

Check your Autoexec.Bat file. You will probably find that it has a DOS Menu after the WIN command? which means when you exit Windows Autoexec.Bat continues to carry out further commands.
1) Edit it or 2) Do not worry about it, and turn off.
