You don't install windows under C:\ drive, You install windows 3.1 under A:\ setup... After you setup Dos....

Very confusingly phrased question, but I think I can help. Firstly ,it sounds like youre trying to run dos offof the a drive.Unless Dos is fully installed on your C drive (in C:\DOS) you can forget about trying to install windows. Secondly, if for some reason it wont install and you do have dos on there, perhaps you have an upgrade version of windows (to be quite honest, I dont know if there is such a thing for 31) but if it is, you can expand some core files to C:\windows (make the directory C:\windows and then the subdirectory C:\windows system - .expand win.ve_ (renaming to win.ver) to windows and expand gdi.ex_ and krnl386.ex_ (renamed with e substituted for _ ), and windows will probably think its an upgrade. I should mention that ive never had to do this myself, and the tip was for a different version of windows, but the principle remains the same. OK?
