3.1 is usually set up to start up automatically. If you get a DOS prompt when you start, up just type win to start. To shut down, go to FILE then EXIT Windows. Turn off the machine after it goes to the DOS Prompt.

ALT-F4 will (start to) close it as well, returning you to the friendly DOS prompt.
