Windows 3.11's install disks aren't bootable. You'll have to boot in DOS, then put the floppy,
then browse to it ("A:"<enter>, without quotes) then start the installation and follow the instructions on the screen ("setup"<enter>)

Dont Panic My Friend. Dont (FREAK OUT!).
For A clean installation on Windows 3.1
First go to bootdisk.com.
Download the MS-DOS 6.22 boot disk .exe file.
Run it and make the bootable floppy.
Put the bootable floppy in the laptop.
When you get to C:\> take the bootable floppy out
Put in Windows 3.1 Setup Disk 1.
type a:setup
There you go hope it helps
