Wiki does:

The system requirements for Windows 1.0 constituted MS-DOS 2.0, 256 KB RAM, and 2 double-sided disk drives or a hard drive.

I've ran windows 1.1 on dos 6.22 just fine. Possibly it was 1.2,3 or 4 tho but they do work on that but MSDOS 3.3 is about the time of Windows 1.x comming out so DOS3.3 and up I guess.

I've tried it on both 3.3 and 6.22. Works OK.

I've used it fine on MS-DOS 3.30, so anything earlier should work fine.
