i have i "dummy" laptop i test stuff on (like os's)
anyone know where i can get c64 and qdos with a
graphical shell (can you download this stuff
leagaly for free?)

Qdos (Quick'n Dirty OS) was the original dos , i believe, in which case it will in no way run on your laptop..
C64 apps can run on an emulator, but the Commodore OS itself , i think , was stored in the ROM, so i can't see how you'd run it on a laptop...
Be that as it may, if either are legally available, your best bet is to look here-
