MS has officially retired 3.x , thus I think the best way that you're going to get a license for office (genuinely) is to purchase a second hand copy, I know that there are some for sale on eBay!

Office 4.3 is likely available on ebay. I got mine with a $10 laptop I purchased on ebay...it came with DOS/Win3.11 disks, Office 4.3 disks, Win95 cd, Win98 cd, and a crapload of other program and game disks.

I didn't want the laptop so I installed Win98 first edition and sold it with the disk on ebay for $34.99.
